There have been a number of moves made by the church institution over the years to keep baptism in the hands of the few. This started in the second century and continued through the Reformation and even to today. There was a push to head off heresy by keeping the sacraments in the hands of the bishops. Their support for this view was tied up in the apostolic example, which doesn't exist in the Bible. There were exceptions made but the Reformers and others were not always certain that these exceptions were acceptable.
This video walks through the history of how rules were constructed around baptism through requiring ordained people to do the baptizing.
These was advanced once again in the English translation of the New Testament from Tyndale to the Bishop's Bible to the 1611 KVJ. The video shows how they made a concerted effort to keep from translating baptism. It appears that this was an effort to keep their practices of pouring and sprinkling in place.
