Following the events of the 21st Tenkaichi Budokai, Goku once again sets out on a journey to find his grandfather’s memento, the Four-Star Dragon Ball. In his travels, he faces a man named "Colonel Silver", a leader from the "Red Ribbon Army", the most ferocious army in the world. Goku defeats him swiftly, but later ends up in "Jingle Village' where the army is ever present, aiming to find all 7 Dragon Balls to make a mysterious wish.
