Police Chase - Memphis man comes to Arkansas with warrants in car that smell like weed

As I was returning to the suspect vehicle, the front seat passenger, Roderick Payne (Subject 3 - Passenger), exited with a dog. Mr. Payne asked if he could let the dog relieve itself, to which I agreed. Shortly after, the rear seat passenger, Christopher Cantrell (Subject 2 - Passenger), also exited the vehicle. I advised Mr. Cantrell t o have a seat until the traffic stop was
completed. Shortly thereafter (3:56 PM), Mr. Cannon began fleeing east i n the vehicle towards the Mississippi River Bridge on U S Highway 82.
I began pursuing Mr. Cannon eastbound on US Highway 82. Mr. Cannon reached speeds of approximately 100 MPH and veered into the center turn lane on multiple occasions. At 3:57 PM, | attempted an initial tactical vehicle intervention (TVI), but Mr. Cannon was able to regain control and maneuver the vehicle back onto the roadway. After half a mile, at 3:58 PM, I performed a successful TVI on the suspect vehicle, which caused it to exit the south side of the roadway and overturn onto its top. I immediately requested an ambulance after observing the rollover. Trooper Butler and I attempted to make contact with Mr. Cannon. We were initially unsuccessful but eventually observed movement o n the driver's side, though Mr. Cannon appeared trapped. I used m y baton to break the driver's side rear window to communicate with him. Fire and rescue arrived shortly after and successfully extricated Mr. Cannon from the vehicle. Mr. Cannon had no visible injuries other than a small cut on his hand but was transported t o Chicot Memorial Hospital for evaluation. The trauma band number for Mr. Cannon is C405551. I discovered that Mr. Cannon had a n active felony warrant out o f Tennessee for a parole violation; h e stated this was the
reason h e fled. Due to extensive pre-existing medical conditions, including a catheter and left leg paralysis, Mr. Cannon was not booked into jail but was released pending a court summons. The passengers, Roderick Payne and Christopher Cantrell, were located after the scene was cleared. They stated that Mr. Cannon told them, "I'm about to go," before they exited the vehicle. Neither passenger received charges. Mr. Cannon will receive a summons for the following charges:
• 5-54-125(d)(2): Fleeing - Vehicle or Conveyance - Exceeding the Speed Limit
• 27-37-702: No Seatbelt
• 27-22-104: N o Liability Insurance
• 7-14-701: Owner Fail to Register Vehicle - Expired Tags
• 27-14-306: Fictitious Tags
Note: During the TVI, my patrol vehicle received minor cosmetic scuffs to the left push-bumper wing, lower left front bumper, and a cracked fender marker light, which will be repaired by the ASP Auto Shop.
