Monash Pre-Easters 2025 Open Semi-Final Room 1: MUDS Pesto Sauce v ANU 2

Info Slide: The March 23 Movement (M23) is a rebel group operating in the Democratic Republic of Congo. The group has since engaged in periodic armed conflict with the Congolese government, at times seizing control of territory, displaced thousands of civilians, and been accused of committing human rights violations. Multiple reports, including from the United Nations and human rights organisations, have alleged that Rwanda has provided support to M23 in the form of weapons, intelligence, or troop presence.

Motion: That the African Union should impose sanctions on Rwanda for its support of M23 rebels in the Democratic Republic of Congo.
