Here we are improvising to make all the existing windows water or bulletproof.
The stucco must be removed.
When this happens many times, no paper flashing is left on the existing windows.

All windows and doors should have some kinda flashing no matter when they were installed, whether paper or any other type of membrane. As wood trim on wood walls can’t waterproof itself.
