40 Arrests & Countless Probation Violations - Less Than 2 Years in Jail

The Bexar County Jail is just a revolving door for this defendant who can't seem to get it together. 40 arrests over the course of 30 years and still there are promises of change, with no sign of a follow through. How long does this go on?
