You can play as Zack and Sephiroth in Open World (just skip the story missions because of the bug issues) or in VR Simulator Challenges. They are both playable...

Unfortunately, They don't have an animation for riding chocobo, buggy, petting the baby chocobo on the bench area, etc. But hopefully the modders will fix those up in the future.
