Germany’s development partnerships are under growing pressure, even as the erosion of the liberal order underscores the urgent need for sustained international engagement. Yet domestic debates and financial constraints increasingly limit political leeway for effective and forward-looking development cooperation. With the United States cutting back its assistance, expectations toward Europe — and particularly toward Germany — are growing.
