The Cape of Good Hope SPCA recently received a complaint about two dogs kept on static chains, deprived of drinking water, suffering from severe tick infestations and starved. The case was assigned to Inspector Jeffrey Mfini and following visits to the property and non-compliance from the owner, a court order was obtained from the Wynberg Magistrates court to rescue these poor souls.
