After many batches 2100g grout and 480g water gave optimal viscosity in the piping bag. I really tried to minimize the amount of water to keep the grout strong. I prewet and dumped water out from the bucket. The bucket was all scratched up from previous mixing, I noticed a little residual wetness prior to mixing helped with easy of cleaning afterwards!!!
