it's a audio Vu meter project by using custom designed PCB. the lm 3914 ic have 10 ch output to driven the LEDs. and it have 2 mode selection (dot mode and bar mode).it's is useful project to adding a 10 level vu meter on your amplifier / audio player.
you can use the LM 3914/3915/3916 IC in the same circuit.
