w.e.f. Sept 24, 2013 – NULM replaced SJSRY (Swarna Jayanti Sahari Rojgar Yojana)
w.e.f. February 19, 2016 – NULM was renamed as DAY-NULM
Scheme is Operative in all Dist Head Quarters irrespective of Population & All Cities with more than 1 lakh Population
The Self Employment Program (SEP) of NULM focuses on providing financial assistance through provision of interest subsidy on loans to support establishment of Individual & Group Enterprises and Self-Help Groups (SHGs) of urban poor

Objectives:
Reduction of poverty in Urban Area & setting MSE Business Units for Unemployed Urban Poor Individuals

Target and Reservations:
Women – 30%
Minority – 15%
Differently Abled Persons – 3%
SC/STs –
(As per their population in the area)

Eligibility:
Loan will be recommended by Task force (ULB)
Individual or Group (SHG)
Minimum age MORE THAN 18 Years
No Minimum Education Qualification Criteria
If SHG minimum members are 5
(70% from Urban poor family)

Financial Assistance: (Loan)
Individual : Maximum Project cost – 2 Lakhs
Group : Maximum Project cost – 10 Lakhs
No Margin up to 50,000 Loan & for Above that (5%-10%)
No Collateral Security and No Guarantee up to 10 lakhs Loan (to be covered under CGTMSE)
CC/OD/Term Loan (Repayable in 5 to 7 years after Initial Moratorium period – 6 to 18 months) / Composite Loan
Subsidy:
No Capital Subsidy
Interest Subvention
If Bank Interest rate is – 9 % (i.e. 9 - 7 = 2 % [int. subvention] ) effct-7%
For Identified 250 Districts Subvention of 3% for loans up to 3 Lakhs for prompt repayment (i.e 7 – 3 = 4%)

Scheme Funding:
Centre and State ratio : 75:25
For North Eastern States : 90:10

PM SVANidhi
Loans Up to 10,000
2nd PM SVANidhi of Rs.20,000 for those whole repaid 1st loan of 10,000 promptly
