Senator Robin Webb, D-Grayson, speaks against Senate Bill 3 (24RS), on the Senate Floor. The measure proposes to transfer the authority over the Kentucky Department of Fish and Wildlife Resources from the Governor to the Commissioner of Agriculture, fundamentally altering the appointment process for the board that oversees the department.
