Portugal has experienced important political, economic and social shifts in recent decades: many people have migrated from poor rural areas of the north and central regions, seeking job opportunities in and around towns, losing contact with their own communities and support networks. The impact on children has often been disastrous. Today, close to 20 per cent of households in the Porto region live in abject poverty and one third of all children drop out of school before the age of twelve. To counter this trend, two non-governmental organisations, the Aga Khan and Gulbenkian Foundations, have been supporting two pilot projects. One in Agueda has focused on the establishment of Neighbourhood Groups to raise educational opportunities for children living in high-risk situations by providing pre-primary and after-school programmes with subsidies from the Ministry of Social Security. Another project, entitled "Growing Well", is promoting health education in two Porto slums with high rates of child mortality, morbidity and school failure.
