A Takeout Double is a bid made by a player in response to the opening bid of an opponent, indicating that you want your partner to bid one of the unbid suits. Ideally, you have a hand with support for three suits except the one bid by your opponent. It is a strategy used to communicate to your partner that you want to play in another suit, typically at the 1- or 2-level.
