Prof. Dr. Joachim Wuermeling — Rechtsanwalt Of Counsel at A&O Shearman and Executive in Residence at ESMT Berlin, formerly Member of the Executive Board of the Deutsche Bundesbank — focused not on retail CBDC headlines, but on the technological foundations and innovation potential behind Europe’s digital money ambitions.
He described how digital features of money — such as direct transmission over the internet, programmability, and data-package-based settlement — could unlock new business cases, broaden client bases, improve automation, and create a new level of transactional security across the Euro area. These capabilities, he argued, illustrate why preparation at the wholesale and B2B layer may ultimately be as critical as the retail focus.
Wuermeling also outlined the current state of readiness in the Eurozone, highlighting how digital infrastructures, interoperability standards, and industry participation will shape the next phase. One central question he raised:
