This panel uses a TOPRO VFD driver, model: TP6312.
It is identical to the PT6312 or uPD16312 mentioned previously.
I don't know the brand of the device this panel belonged to. Please leave a comment if you know.
I let a "Draw" of connections of DC/DC converters as a sample of power source to negative reference.
