This is in reference to your letter No. RCC-5429/NAB(K)/2024/22 dated 6th January 2025, wherein it was stated that my earlier complaint did not fall under the provisions of the National Accountability Ordinance, 1999 (NAO-1999).
At the time of my initial submission, the matter involved only two bungalows. However, subsequent findings have revealed a massive, organized fraud involving the illegal construction and sale of approximately 5,000 housing units in a project titled Commander City, located in Deh Babur Bund, District Jamshoro.

Expanded Allegations Based on New Evidence
1. Fraudulent Marketing in the Name of Karachi
Commander City is being fraudulently marketed and sold as a Karachi-based project, while the actual land falls within Jamshoro District. This deception is intended to mislead buyers into thinking the project is within the Karachi Metropolitan boundary — significantly inflating its value and appeal.
2. Use of Cancelled and Illegal Land
The land on which Commander City is being constructed has been declared illegal and cancelled as per the Commissioner Hyderabad's official report, citing forged survey numbers (1272/1 and 1272/3) and absence of proper approvals.
These findings were independently published in Jurrat Newspaper on 12th December 2023, and further corroborated by legal proceedings.

Financial Impact and Estimated Corruption
• The project includes around 5,000 under-construction houses, with each unit priced at a minimum of PKR 3 million, excluding development charges.
• This amounts to a total corruption value exceeding PKR 15 billion in public financial damage.
• The fraud affects thousands of innocent citizens who were manipulated by false brochures, influencer campaigns, and fake land records.
