Sacramento Mayor Darrell Steinberg is asking the city council to create a master plan to respond to the city’s homeless population at Tuesday’s city council meeting. Some of the main causes surrounding homelessness include: rising rents, housing demand outpacing supply, lack of substance abuse and mental health resources and limited shelters — with COVID-19 just exacerbating these longstanding issues. And this isn’t the first time a large-scale effort has been attempted to solve a growing crisis—and predates Steinberg by years and decades.
