On April 12th, 1945, late in the afternoon, Vice President Harry Truman gets an urgent call to come to the White House in Washington, D.C. President Franklin Roosevelt is dead. Within hours, Truman is in the Cabinet Room, right hand raised, taking the presidential oath in the middle of a world war that is still being fought in Europe and in the Pacific. On the table in front of him are folders on the war, on the economy, and on the senior officials he is now expected to rely on. Among those names is one FBI director whom no president, including Truman, ever dared to fire. This is the account of how leaving J. Edgar Hoover in that job let one unelected official build secret files on presidents, members of Congress, and civil-rights leaders, and why Congress eventually changed the law so that no FBI director could hold that much power for that long again.
