Make It Core: From Banner to Policy on Anti-Bullying

Most teachers learn how to handle bullying on the job. This film makes the case for building anti-bullying training into Initial Teacher Training as a taught, practised and assessed component.

From 2003 onward, Actionwork and the ipoweri young people led national anti-bullying work across the UK. In 2005–06 MPs brought the issue into Parliament using wording we drafted for two Early Day Motions.

In 2003 we produced the first national anti-bullying conference for young people, the second in 2004, the third in 2005 and then in 2006 the largest anti-bullying conference to date, a 2-day international event with 3000+ delegates from all over the world, which we incorporated into the first anti-bullying festival for young people. In 2006 we also delivered a 50-metre signed banner to Downing Street asking for anti-bullying training to be a core part of teacher training.

There is no statutory legal definition of bullying in the UK. Schools do have duties under education and equalities law, but without core training expectations are inconsistent and too many new teachers are left to work it out alone.

The path forward is clear: make anti-bullying training core in ITTECF across all routes, resource providers to deliver it, and build it into inspection in England via Ofsted, with equivalent scrutiny by Estyn, Education Scotland and ETI.
