Here is a more in depth version on how to extract and install the mod files for Street Fighter V Champion Edition. First off, you are going to need some programs to extract the mod files. Those can be located here.
You can find the PS4 copy of the game on amazon here! (Mods will not work on PS4!)

Once these are installed, you are going to need the Pak Mod Manager which can be found at this link here.

Once that is installed, all you have to do is extract the Pak files, and drag them into the program. They will install automatically and be ready for use in game. Enjoy !
