This is about not rebooting using shutdown -r or reboot, but telling the kernel directly to reset.

0 Disable SysRq completely
1 Enable all SysRq functions
2 Enable control of console logging level
4 Enable control of keyboard (e.g., Secure Access Key - SAK)
8 Enable debugging dumps of processes
16 Enable sync command (flush file system buffers)
32 Enable remounting filesystems read-only
64 Enable signaling of processes (term, kill, oom-kill)
128 Allow reboot and poweroff
256 Allow changing priority (nicing) of all real-time tasks
