The Aharonov-Bohm Effect offers an exciting insight into the nature of the electromagnetic field and the nature of the aether that lies behind it. We explore a fluid hypothesis of electromagnetism based on electromagnetic potentials A and phi. We address the issue of gauge freedom, showing that the Lorenz gauge is the only gauge that has a fully local dynamics, lending furthe evidence for the fluid theory of electromagnetism.
