This is the video portion of VCR California Games, a board game released in 1988 by EPYX Consumer Electronics. It contains about an hour of short clips of various California/beach sports and athletes from the 1980's (and possibly earlier). There's even some footage of a young Tony Hawk in there. The background tunes are not by the original artists, but were apparently produced by one or more cover bands.

How did I get this video at 1080p60?
I played back the VHS tape on a Sony SLV-D281P DVD Player/VCR and captured the output with an I-O Data GV-USB2 capture device through the composite input in 720x480 29.97 fps TFF interlaced format, and then deinterlaced it to 720x480 59.94 progressive format using the Yadif algorithm in VirtualDub. Then I upscaled it to 1080p using Adobe Media Encoder during the final export. The raw deinterlaced AVI was over 200 GB, and the final H.264 file came in at just under 7 GB.
