Robert Dick (M. Eng., P. Eng.) has long worried about the ecological impacts of light. In 1977, he saw the observatory of the Royal Astronomical Society of Canada in Ottawa relocated because of local lighting and compromised again a few years later at the new site. He subsequently developed the Light Pollution Abatement Program for the RASC, the World's first Dark-Sky Preserve Program and the ecology-based Canadian Guidelines for Outdoor Lighting. This document has been used by the Darksky International, the USNPS, and the IUCN, and it is the basis for their new international guideline “The World At Night.” https://portals.iucn.org/library/node...
Here, he will outline the growth of outdoor lighting, the biology of light, and the evolving technologies used to make light and discuss the current rapid increases in light and light pollution.
