The day Badgyong Tino directly hit the city of Cebu. We were ready, we were prepared for fallen trees, broken utility poles, and the usual howling of winds.
But, what no one expected was the flooded rivers. Most major rivers in the city had overflowed and flooded communities near the river; taking out almost 300 lives, some still missing.
