This fault was eventually corrected when Skoda finally agreed to replace the charging unit in the car under warranty. I am leaving it here in case any other owners still have this problem.
The Skoda CITIGOe iV is pleasant to drive and achieves 5 miles per kWh of electricity. However, it does have a major manufacturing defect which Skoda are unable to resolve: it does not charge correctly when using a domestic 240 volt EV charger or wall box.
At present, it will only charge at 3.6kW/h, instead of the claimed 7.2 kW/h. What is interesting is that both the Seat Mii and the VW e-UP, which use the same platform, do not have this limitation. It will charge at 7.2 kW/h, but only when connected to an industrial 3-phase supply.
It was fixed by replacing the charging unit and using the Move & Fun App.
