Section 8 housing provides rent vouchers across the country for low-income individuals, low-income families, the elderly and the disabled. Through the Section 811 Supportive Housing for Persons with Disabilities program, HUD provides funding to develop and subsidize rental housing with supportive services for very low- and extremely low-income adults with disabilities. The goal of the Section 811 program is to allow persons with disabilities to live as independently as possible in the community by providing affordable housing options and access to appropriate supportive services. The Section 811 program is authorized to operate in two ways: (1.) the traditional way, by providing interest-free capital advances and operating subsidies to nonprofit developers of affordable housing for persons with disabilities; and (2.) providing project rental assistance to state housing agencies.
