The Adeptus Arbites, planetary defense forces, and sometimes even the Imperial Guard are tasked with keeping order, but corruption and violence are endemic. Many hives harbor ancient, forgotten ruins beneath their foundations, remnants of lost civilizations or prior colonizations, often infested with mutants or xenos threats.
