This is a freight railroad that gets paid by the city to run commuter service. Normally, the freight railroad purchased old, used tolling stock and makes basic upgrades to them to meet the city's strict passenger regulations. The railroad has been spending years trying to fix up an old cab car to no avail, so funds were requested for a brand new cab car. The railroad received far more funding than they needed, so a bi-level cab car and two bi-level coaches were purchased. Leftover funds were spent on a 5-unit well car and two new reefers, so the railroad can enter the food industry, as well as metal couplers.
The city has gotten fed-up with how long it's taking this railroad to enter these coaches into revenue service, so the railroad started documenting their tests to prove that they are putting the funds to good use.
