Martin addresses a new issue emerging on Capitol Hill: growing support for gambling interests and money laundering, a development that deeply upsets Joey Armstrong. Smitty expresses concern for Martin, reminding him of the favor he still owes Joey. Martin also shifts his focus to proposed legislation addressing gambling addiction, seeking insight from his mother, Nicole, a psychiatrist.
Though not shown in these scenes, Joey Armstrong works behind the scenes to undermine Martin by encouraging someone to challenge him for his congressional seat. Fearing that Martin’s influence is spreading—and that other members of Congress are beginning to reject Joey’s money—Joey approaches Bill about running against Martin.
