I found the actuator on Ebay.
It's terrible that Ford didn't put a key insert where the gate can be unlocked with a key. If your lock actuator goes bad, it can be unlocked from the inside by first opening the window on the back, pulling back the plastic, and reaching your hand down to manually unlock the door. You will have to crawl into the backseat from the inside in order to do this.
Here is how I replaced the locking actuator (which I just found on Ebay for $6 shipped), on my 2004 Ford Escape
