Shuto Expressway AKA "Shutoko" is a highway system featuring various routes connects almost everywhere in Tokyo City and its neighbor prefectures.
The C1 Route is the most central part of the system as a circle connects Ginza, Shimbashi, Shiba (where Tokyo Tower locates), Roppongi, etc.
It is also well-known by the street racing being taken place for decades, although those aggressive illegal street racing gangs and drivers almost disappeared in recent years.
