Board of Review

The Board of Review is not all that complicated. It is essential for evaluating the performance of the leadership regarding youth achievements. Always keep in mind that it is just a review. It's not a trial or an inquisition of any kind. We go over the process and who needs to be there. Depending on the rank advancement will depend on the questions there may be asked. Keep Board of Review non-rehearsed if possible. Many aspects of the Board of Review may not be thought of by participants. A good Board of Review tends to be shorter than 1/2 hour.

🔑 Show Notes:
• Cub leaders should view this video to understand the adult leaders' expectations in a troop environment.
• A Board of Review MUST be granted. – When the requirements are completed the BOR must be convened. Adults cannot postpone the BOR for other reasons.
• It’s just a Board of Review, not the inquisition or a trial of some kind. The review is not an invitation for re-testing the scout in any way. It's your opportunity to discover what the scout thinks of the unit and how to improve it.
• Participants: Board of Review should have the committee/advancement representative and two or five others (No more than 6 are permitted). No relatives, parents, or scoutmasters on the BOR.
• Structure & Guide: Try to make BOR’s unrehearsed and not rigidly constructed.
• BOR Process: Spontaneous answers revealing character, citizenship, leadership, and mental and physical fitness. Avoid known prepared questions.
• Required for rank advancement;
Scout, Tenderfoot, Second Class, and First Class are about Scout Skills.
Star, Life, and Eagle is about leadership.
BOR may also be held for Scouts who are not advancing. (ℹ) The Scoutmaster Conference Video
• The structure of the Eagle Board of Review is different in many ways. (ℹ) Watch the Eagle Scout Mentoring Section 3 Part 2 for more details.
• Whenever possible a BOR should be done in person. If not possible electronic videoconferencing is permitted. EBOR requires council approval.
• BOR is 15 to 30 minutes long.
• All BOR must reach a unanimous decision to approve a rank advancement. Postponed if disputed. A new BOR date needs to be established with the same BOR members. Declined if unanimously not approved. A letter must be generated and sent to council advancement.
