I stacked both sources of DP cost reduction from skills and used 5-dmodded Moras to achieve 11 DP per Mora. So I could field all 20 Moras + my Afflictor observation ship for just 230 DP.
Using carriers this way seems pretty good, since carriers don't care much about losing officer skills but greatly care about there being many of them.
I used Moras over Herons against Tesseracts because Herons are too squishy, especially when they have 5 dmods. You lose a bit of damage but gain a ton of bulk.
