The Supreme Court of India has delivered a significant ruling clarifying how merit-based adjustment (Migration Principle) applies to reservation and the open (general) category. The judgment examines whether reserved-category candidates who qualify on merit should be counted in the general category, and whether doing so amounts to a “double benefit.”

The Court relied on constitutional guarantees under Article 14 and Article 16, reiterating that reservation cannot override merit where a candidate qualifies without availing reservation benefits. The ruling also addressed the Estoppel Principle, rejecting arguments that prevent candidates from being considered in the open category once they belong to a reserved category.

Importantly, the Court referenced landmark precedents such as Indra Sawhney and Saurav Yadav, reinforcing the balance between social justice and meritocracy. The decision has major implications for UPSC, State PCS, and other competitive examinations, reshaping how reservation and merit coexist within India’s constitutional framework.
