Ahead of the City of Vancouver's budget season, Mayor Ken Sim announced his intention to freeze the property tax rate in the city. Clara Prager with advocacy group Women Transforming Cities said that Sim's move comes a year before a municipal election, and municipal leaders should be planning for decades ahead and not simply with one year in mind.
