[~기는(요)] is one of a speaking sentence ending. This expression is not used for written sentences.
[~기는(요)] is an expression used when you politely disagree with the opinion of the person you are talking to. It has two usages.
1st. Politely disagree with the other person's statement or questions. 2nd. Express humility in response to the other person's compliments. The second usage is a very Korean way of expressing humility. Koreans usually disagree when someone compliments them and expresses that they are not good enough and need to improve. [기는요] is the expression that fits that situation.
