FELONY FLEEING! 100+ MPH PIT Maneuver pops Kia Optima's hood - Arkansas State Police Pursuit

Trooper's Report:
On April 16, 2025, Trooper Billy Puckett (passenger) and I, Trooper Garrett Byrd, were stationary on the right shoulder of
Interstate 40 eastbound at the 280-mile marker, patrolling eastbound traffic. I observed a black Kia Optima pass by, bearing
Tennessee license plate BDN8809, with a registration expiration of January 2023. I caught up to the Kia and got directly behind
it in the center lane. As I informed dispatch I was going to perform a traffic stop, the Kia merged from the center lane to the
inside lane without a blinker. At the 283-mile marker I initiated my blue lights, but the Kia did not slow down or move towards
the shoulder. I activated my siren, and the Kia began to accelerate to triple-digit speeds in the inside lane, at which time the
pursuit entered the beginning of a lane closure for a construction zone at the 284-mile marker where workers have been
working on the bridge for several months. I observed there were no personnel in the lane closure area and performed a Tactical
Vehicle Intervention (TVI) at the 283-mile marker, attempting to keep the Kia from driving recklessly into the activity area of the
work zone and any traffic ahead. The Kia struck the guardrail along the outside shoulder and sustained heavy damage but got
back into the traffic lanes and continued eastbound with the hood covering the windshield. Once again, I observed that it was
safe and performed a TVI on the Kia, causing it to strike the concrete barrier at the 284-mile marker.
The Kia came to rest with the driver side along the barrier and a black male exited the passenger side before being
commanded and then reached back into the vehicle as Trooper Puckett and I set up for a high-risk situation and began to give
commands. The male casually walked towards us and had to be given the same commands several times. Once he walked all
the way to me, I took control of him and began to place him into custody. He was tense and attempted to raise his body off my
car and talk to me while I placed him in handcuffs. Once in handcuffs, I searched the male and placed him in the back of my
patrol car. The male advised he was the only person in the Kia and Troopers cleared the Kia to confirm.
The male had a Tennessee ID card in his wallet, identifying him as Ronald B Dortch of Memphis, Tennessee.
Dortch advised his reason for not stopping was because his daughter had been shot. Dortch shows to have a revoked
Tennessee Driver’s License. There was no insurance on file for Kia on the registration return. Clark Towing was called to
remove the Kia, and an inventory search was completed.
Dortch was transported to the Crittenden County Jail. Once we arrived at the jail, I asked Dortch if he needed an ambulance,
and he advised he did not.
Dortch was charged with Felony Fleeing, Refusal to Submit to Arrest, Speeding, Driving on a
Revoked License, No Insurance, and Expired Tags.
