Jan. 2 on The Story: Portland's newly expanded city council convened for its first official meeting Thursday and elected Councilor Elana Pirtle-Guiney from District 3 to serve as council president. It was a close contest that began with a 6-6 deadlock and ultimately required several rounds of voting to break the tie. Inside a packed city hall, dozens poured into the council chambers and past heavy security to get a good look at Portland's 12 new councilors on their first day on the job.
