UNESCO's new budgeting principles

This video explains UNESCO's proposal for new budgeting principles to be discussed by UNESCO's Executive Board on 10-15 October 2016. The idea is to budget UNESCO's overhead costs no longer in terms of specific staff members but in terms of "functions" (meaning: the total sum of costs that UNESCO needs to pay to perform management).
