Michael borrowed or took the "Hee Hee" from Stevie Wonder. A good example is songs like "Superstition" and, prominently, "Maybe Your Baby," all recorded and released during Stevie's golden era, years before the Jacksons even left Motown. In fact, Stevie and The Jackson 5 worked together on their albums during that 1973-1974 period. So it's only natural that Michael would draw inspiration from Stevie and pay homage to him. They also worked together in the late 1980s. I've always wondered if Stevie cared about Michael making his vocalizations his signature.
