Key Notes:
You need to fight a scripted battle before the real boss.

Boss: Zagi - Lv. 22 - HP: 155,000 (Unknown) - Resistance: Fire / Weak: Water
Secret Mission: Knock Zagi overboard on either side of the boat facing the water.
Unlike the last time you fought Zagi, you have more than two party members, which makes this fight more manageable. Even so, Zagi shouldn't be taken lightly. He is quick on his feet and can cause a lot of problems, especially when he goes into Over Limit.
In order to fulfill the Secret Mission, you need to knock Zagi on either side of the boat. This is done easier when he is juggled in the air and you use an arte to push him off. Or you can have your character's back facing the ocean, wait for him to close in and use Cyclone Shot so he flies above you, and trigger Over Limit to push him off with its wave. Doing so nets you a Thief's Cape.
If you care so much about a little extra stat point, you can bring Repede and have him steal a "Sage" from Zagi.
