The title can be translated to Quiet Contemplation on an Autumn Evening. This piece was composed on the 10th of October 1863, but it was published first in 1930, so long after his death. According to Walburga Litschauer (the publisher of the score you see in this video), "Mendelssohn's "Venetianisches Gondollied" op.30/6 was evidently the model. The two compositions correspond to a great degree in form, key and metre, and in their lyrical mood."
Bruckner (1824-1896) was an Austrian composer, organist, and music theorist best known for his symphonies, masses, Te Deum and motets. The first are considered emblematic of the final stage of Austro-German Romanticism because of their rich harmonic language, strongly polyphonic character, and considerable length. Bruckner's compositions helped to define contemporary musical radicalism, owing to their dissonances, unprepared modulations, and roving harmonies. Unlike other musical radicals such as Richard Wagner and Hugo Wolf, Bruckner showed extreme humility before other musicians, Wagner in particular. This apparent dichotomy between Bruckner the man and Bruckner the composer hampers efforts to describe his life in a way that gives a straightforward context for his music. Hans von Bülow described him as "half genius, half simpleton". His works, the symphonies in particular, had detractors, most notably the influential Austrian critic Eduard Hanslick and other supporters of Johannes Brahms, who pointed to their large size and use of repetition, as well as to Bruckner's propensity for revising many of his works, often with the assistance of colleagues, and his apparent indecision about which versions he preferred. On the other hand, Bruckner was greatly admired by subsequent composers, including his friend Gustav Mahler.

I don't know about you, but I clearly feel the beat after every 3 eighth note, which results in this tempo for me. Apparently people play it much slower too. I feel like it sounds too dragging then. I think it can be a little bit slower depending on the mood though.
