If you're planning to work in Dubai, employment visa is required. But the good news is, it is also possible to enter UAE using visitor or tourist visa for your job search and then transfer your visa status once you find an employment. However, I do personally recommend the legal process of working abroad which is in line with POEA rules and regulations. This will make sure that you will not be a victim of human trafficking and illegal recruiters.
