Opinion: While in the video you can see 2 FPS counters top one is what actual FPS is in game, CPU and GPU FPS being different indicates CPU bottleneck, expected for this type of combination without overclock and especially for a game with so much destruction.
With modifications of the settings, you can narrow the gap and make the game run from 90 to 100 FPS.
However, the game is in open BETA and performance is bound to change I hope for the better closer to the launch.
TL;DR: Game is totally playable on this system, with upgraded CPU and new MOBO I expect RX 7600 on 1080p will run this game anywhere from 120-140 on medium to high settings.
