Replacing the PS3 blu-ray laser will fix the following issues 99% of the time:

Your games are taking longer to load
DVD's flicker and have jumping screens
Discs do not appear to load on the system dashboard
Your PS3 is having problems reading certain games or movies
PS3 shows messages "Disc read errors" or "Disc appears damaged or dirty"
Other laser/deck/drive related issues

IMPORTANT NOTE: If your downloaded apps and games are not working (black screen) then you need to check the ribbon cable going from the blu-ray drive to the motherboard. If there's no damage to the cable and it's secured properly and the issue still remains then you need to replace the blu-ray controller board along with swapping the NAND chip over to the new board.
