If you want to obtain a Patriot, so you can convert it to EP (Explosion Proof), you can obtain it during the mission, Conduct Unbecoming. If this mission is already passed for you, activate a rampage and go obtain the Patriot after. Gang members will replace the Military Personnel at Fort Baxter.
