Officials in Nigeria say they are planning to take thousands of farmers to court for failing to repay loans they took out to cultivate rice.
More than a million farmers were given cash and tools to boost local production and help reduce food imports.
But thousands of farmers say they will not repay the loans, raising concerns the scheme may collapse.
